Kylin, Toward a DAO: Step 1 of 5
In accordance with the pre-mainnet phase of our governance structure and roadmap, we propose to have 5 members on the Multisig, with 3 votes being required to approve any transaction (3/5).
5 members will join the Governance Committee (Multisig):
- Dylan Dewdney — Chief Effort Officer
- Kevin Hsu — Project Early Supporter
- Sam Elamin — Chief Technical Officer
- Appointee #1— Investor Representative
- Appointee #2 — Advisory Representative
The governance committee will be operational in this form until we reach: Step 2: Stable mainnet + 1 year. In Step 2, $KYL Stakeholders appoint two members of the Governance Committee by on-chain vote, expanding the Committee from five to seven members. The Governance Committee can propose changes to the protocol on-chain. 28,6% of the Governance Committee is appointed by the $KYL Stakeholders.
“Dao-in-practice” — Human Capital Revision
Though we try to keep things relatively light within the culture at Kylin, we are extremely serious about our commitment to the amazing community that has grown around the vision, and in concert with that, the organization and deployment of ‘DAO-in-practice’.
DAO-in-practice means that in addition to the formal steps we are taking in terms of our governance structure implementation over time, we need to in fact do more than that and have a commitment to drawing organically from the foundational community and enabling and empowering them accordingly.
This is why our ‘Chief Effort Officer’, Dylan Dewdney, will see his title change to Co-Founder and ‘Chief Stratosphere Officer’, tasked with taking an overall, high-level view of the project and vision, but giving over more day-to-day operational decisions and authority to previous community member and ambassador, and now CTO, Sam Elamin, who will take the title “Chief Effort Officer”.
While DAO orientation is the aim of many projects, we do find that authority and culture tend to have a locus within the founding team despite their best efforts. We wanted to change this trend, by instilling at a very early point in our history the sensibility behind ‘DAO-in-practice’. Good people find and develop good ideas, but good ideas also find and develop good people. We want to ensure this always remains the case.

The near future of Kylin Network belongs to developers, so it makes more sense to have that future lead by someone technical. I could not be happier that Sam found Kylin and Kylin found Sam. He has more than my blessing, he has my conviction that this is going to take Kylin to the level it needs for this phase of its history. It’s also crucially important that we keep our commitment to a DAO focus by actually installing at the highest leadership level for Kylin, people from our very own community, like Sam.
This transition process will occur over the next 3–6 months, with no disruption to the project or its goals. In addition, other core team members and ambassadors that were originally community members will be upgraded in various ways.
Contemporaneously, Dylan Dewdney will go on to lead NFT3, a highly synergetic project with Kylin Network, that aims to solve virtual identity through NFT, DID technology and staking incentivizations.
